The haulage and logistics sector in Nigeria stands at the brink of a historic transformation.

The recently gazetted Nigeria Revenue Service (Establishment) Act, 2025, coming into effect on January 1, 2026, introduces a sweeping overhaul of the nation’s tax administration reforms that will directly reshape the operating climate for cargo transportation and logistics.

Anchored on four enacted laws, which are the Nigeria Tax Administration Act, Nigeria Revenue Service (Establishment) Act, Joint Revenue Board (Establishment) Act, and Nigeria Tax Act. 

This framework is designed to simplify Nigeria’s tax system, diversify revenue sources, support small businesses, and strengthen fiscal stability under President Bola Tinubu’s Renewed Hope Agenda.

What This Means for Haulage Operators

For decades, haulage operators have contended with multiple taxation, unofficial levies and constant harassment on Nigeria’s highways. The new laws seek to abolish such unauthorised payments, centralising tax administration under the Nigeria Revenue Service (NRS). This development promises operators relief from arbitrary levies, paving the way for lower distribution costs and more predictable logistics operations. 

Truck fleet registration will now require mandatory Taxpayer Identification Numbers (TINs), while invoicing and transactions will be automated and closely monitored. 

Non-compliance, however, carries steep penalties including fines running into millions of naira.

A Win for SMEs

Encouragingly, the reforms create more space for small businesses. The qualifying threshold for SMEs has been raised from ₦25 million to ₦50 million in annual turnover, with assets capped at ₦250 million. This adjustment provides relief and growth opportunities for smaller logistics and haulage firms navigating a competitive market.
